The CPC Central Committee and State Council released Several Suggestions to Increase the Intensity of Reform and Innovation and Speed Up Agricultural Modernization on February 1 this month. The suggestions stressed the need to change the mode of agricultural development, from the production-oriented pursuit to the equal attention to quantity, quality and efficiency, and make more new reforms and deployment.

The CPC Central Committee and State Council released Several Suggestions to Increase the Intensity of Reform and Innovation and Speed Up Agricultural Modernization on February 1 this month. The suggestions stressed the need to change the mode of agricultural development, from the production-oriented pursuit to the equal attention to quantity, quality and efficiency, and make more new reforms and deployment.


Agriculture is the foundation of the national economy, and the "three rural issues", which focus on grain production, are related to whether we Chinese people's rice bowl can be in their own hands and whether we can hold achieve the strategic goal of establishing a well-off society. Compared with the urbanization and industrialization of high-speed, agricultural modernization is still a short board of national economy. Especially in recent years, with the expropriation of land, the migration of a large number of agricultural populations, the intensification of the phenomenon of rural hollow and the decrease of agricultural comparative benefit, food production is facing the severe tests of guaranteeing quantity, quality as well as efficiency.


To build a stronger China, our agriculture must be strong enough. It is imperative to solve the cognition problem: on the one hand, obtaining clear judgment and awareness to present situation; on the other hand, reaching a more extensive consensus on how to break the formation. Although the basic position of agriculture has been repeatedly stressed, the agricultural transformation and development are still in its infancy, with the effect having not yet demonstrated, and domestic agricultural production is facing “double squeeze” from both domestic and foreign markets.


“The key point of building a well-off society lies in the development of rural areas”. Prosperous agriculture means that farmers are rich and able to support their families. It’s the necessary condition for building a complete and truly comprehensive well-off society. How to continue to strengthen the basic position of agriculture and promote the continuous income of farmers has become a major issue in the process of building a well-off society in an all-round way.

Intensify the efforts on reform and innovation, accelerating the pace of agricultural modernization is the only way which must be passed to achieve the leap-forward development of agriculture in Hunan Province. At present, the existing problems of agricultural production methods include much too high cost and low comparative benefit which brings negative effects to the market competitiveness of agricultural products and discourage farmers’ enthusiasm on planting crops. Therefore, to achieve the mode transition of agricultural development, from the production-oriented pursuit to the equal attention to quantity, quality and efficiency, the whole province must  unite our consensus through the deepening of reforms, integrate various factors of production with the reform measures and means, make efforts to exploring the potential food productivity, optimize the agricultural structure to open up new ways to change the mode of agricultural development, seek new breakthroughs in increasing farmers’ income and bring the construction of new rural areas to a higher level.
